Zusammenfassung: Die lokalpolitischen Rahmenbedingungen von Städten und Gemeinden sind in vielfältiger Weise vom Regieren im Mehrebenensystem der EU beeinflusst. Wir wissen jedoch wenig darüber, wie die europäische Integration in einer Stadt diskursiv konstruiert wird und welche Implikationen für den Umgang mit europapolitischen Anforderungen damit einhergehen. Der Beitrag rekonstruiert am Beispiel der Stadt Frankfurt am Main die kollektiven Deutungsmuster, die die sinnhafte Aneignung Europas im sozialräumlichen Kontext dieser Stadt organisieren. Zudem wird analysiert, wie das europapolitische Wissen der Stadt einen lokalpolitischen Möglichkeitsraum aufspannt, der die Umsetzung der EU-Feinstaubrichtlinie strukturiert.

Summary: Political processes within the multi-level system of the EU impact on the political environment of cities in many different ways. However, we know little about how European integration is discursively constructed in a city and how these practices take effect on the local implementation of European policies. Using the example of Frankfurt am Main, the paper reconstructs the collectively available frames which organize the processes of ascribing meaning to the EU within the socio-spatial context of this particular city. Moreover, it is analysed how the discursively constructed knowledge about Europe constitutes a locally specific space of possibility for implementing the EU directive on ambient
air quality.
