Zahlreiche sozial- und arbeitsmarktpolitische wie auch bildungspolitische Reformen wurden in den letzten Jahren mit dem sog. demografischen Wandel begründet und durchgesetzt. Der Beitrag erläutert im ersten Teil das Phänomen der "Demografisierung des Gesellschaftlichen" (Barlösius 2007) als Repräsentationspraxis, ihre vordergründige Plausibilität und ihre Konsensfähigkeit. Der zweite Teil zeigt, wie der Bildung eine besondere Rolle bei der Bewältigung demografischer Veränderungen zugesprochen wird und sich der Bildungsdiskurs verschiebt - hin zur Rede vom "Lebenslangen Lernen". Im dritten Teil wird vorgeschlagen, das Konzept der "Handlungsfähigkeit" der Subjekte und die Unterscheidung von "expansiven" und "defensiven Lerngründen" (Holzkamp 1993) für die Analyse der Konzepte des Lernens über die Lebensspanne zu nutzen.
Recently implemented reforms in social welfare, the labour market and education in Germany have been justified as responses to demographic change. In the first part of this article, the author discusses the phenomenon of "demographization" (Barloesius 2007) as a means of representing social reality seemingly plausibly and consensually. The second section of the article shows how education is assigned a special role in coping with demographic change and how this has pushed the educational discourse towards lifelong learning. The third section suggests using the concept of a "capacity for action" on the part of individuals and the distinction between "expansive" and "defensive" learning (Holzkamp 1993) for the analysis of concepts of lifelong learning.
