Ausnahmezustände bilden Modi des Regierens: Sie ermöglichen die Transformation einer Demokratie in eine Diktatur, wie an historischen Beispielen gezeigt wird, und bewirken in Demokratien eine umfassende Sekuritisierung, die allerdings auch ohne Ausnahmezustand gelingen kann. In jedem Falle verändert sich die demokratische Regierungsweise, was die Produktivität sowohl des Ausnahmezustandes wie aller Maßnahmen der Sekuritisierung belegt.

States of Emergency are modes of governance: they make it possible to transform a democracy into a dictatorship, as is shown in historical examples, and in democracies they bring about comprehensive securitisation, which can, however, succeed even without a state of emergency. In any case, the democratic mode of government is changing, which proves the productivity of both the state of emergency and all measures of securitisation.
