Description / Abstract
Kontrolle lautet der Name des Herrschaftsspiels von allem Anfang an. Mit dem Gewaltmonopol macht sie einen qualitativen Sprung. Im Kontext von globaler Durchkapitalisierung und sichernder Durchstaatung verdichtet und verfeinert sie sich. Sie wird präventiv gekehrt. Das wird durch die neuen Technologien, insbesondere die Informations- und Kommunikationstechnologie ermöglicht. Der neue, vom 11.09. nur beförderte Sicherheitswahn durchdringt alle Lebensbereiche. Seine zahlreichen Opfer sind u.a. bürgerliche Integrität, Rechtssicherheit und die kärglichen Reste von Demokratie. Selbst die staatliche Sicherheit zugunsten der Habenden und Herrschenden nimmt nicht zu. Sie wird von sozial nicht mehr gefassten, schier grenzenlosen Risiken gefressen. Also frisst der falsch präventiv repressive, gewalt-technologische Sicherheitswahn seine eigenen Kinder. -- Control is the name of the game called domination from its beginning. As the monopoly of coercice power of the modern state comes into being something like a qualitative jump takes place. This is being repeated in the context of the ongoing capitalist globalization and the penetration of modern societies by the state. The capacity to penetrate all aspects of a society nationally and on an international scale by measures of security is made possible by the modern technologies of information and communication. There are enormous social costs. Among them can be identified: human rights in general, the right of privacy in particular, the due process of law, rules and substance of democratic procedures. But even the security of the powerful will be limited. As social cohesion and trust are declining the preventive calculation of risks does not face any limits. The a-social risk societies and their traumatic search for technological security will devour its own children.
