In dem Artikel wird die Inklusionsdebatte in einen systematischen gesellschaftspolitischen Zusammenhang mit dem aktivierenden Sozialstaat gestellt, um Widersprüchlichkeiten der Debatte innerhalb dieses Kontextes aufzuzeigen. Hierzu werden zwei Verwendungs-zusammenhänge des Inklusionsbegriffes in sozialpolitischen
Diskursen mit je spezifischem Verständnissen analysiert: Zum einen die universalistische Intention von Inklusion im Sinne der UN-Behindertenkonvention (UN-BRK), welche die gesellschaftliche Dimension betont und bei der es um die Änderung der Rahmenbedingungen respektive des Systems sowie die Schaffung von Teilhabemöglichkeiten für das Subjekt geht. Zum anderen die politische Übersetzung als Inklusionsverpflichtung, bei der die Verantwortung für gesellschaftliche Teilhabe bei jedem Einzelnen liegt. Ziel des Beitrags ist es zu vergegenwärtigen, dass weder die Debatte noch der Begriff der Inklusion usurpiert werden darf, um Aktivierungspolitik zu verfolgen und dabei die Verantwortung auf die Individuen zu übertragen.

The paper focuses on the debate on inclusion in front of the backdrop of a systematic social and political context of the activation-paradigm of the welfare state, in order to point out contradictions within the debate. In order to achieve this, two different understandings of ´inclusion´ within social policy debates are analysed. On the one hand, the universal understanding of inclusion as debated in the Convention on the Rights of Persons with Disabilities (CRPD), which emphasizes the social dimension and in which interventions concentrate on general social conditions and the provision of opportunities for individual participation. On the other hand, the paper distinguishes an understanding of inclusion that focuses on the individual´s own responsibility to participate. The central argument of the paper is that neither the debate nor the concept of inclusion should be allowed to be usurped by state actors to pursue social policies that are driven by the idea of activation and individual responsibility.
