Beschreibung / Abstract

Science policy debates are currently characterized by the mundane usage of the innovation concept. The acceleration of innovation and innovative capacity lies at the core of many different science policy interventions and funding programs. But how is innovation literally understood, which function does the concept have in these contexts? And, what is more, to which textual and writing practices is the usage of innovation in science policy debates related to? Focusing on the case of Germany, this article analyses the development of innovation understandings in science policy and reconstructs the usage of innovation in textual practices. The analysis shows that the usage of innovation has not only multiplied, but that a dominant design of legitimate speaking of innovation has emerged which is connected to and supported by a growing stock of knowledge. Innovation has been established closely related to narratives of societal problems and collective endeavours. Responding to rising expectations towards societal relevance, the innovation semantic develops into a semantic resource in contexts of legitimation and justification.
