2007 hat in Finnland eine umfassende Bildungsreform eingesetzt, um ein dreistufiges Förderkonzept in die allgemeine Schule zu integrieren. Der Beitrag skizziert diesen Reformprozess aus einer evalutiven Perspektive, die zugleich integraler Bestandteil der Bildungsreform ist. Zunächst werden der bildungspolitische Kontext und die Phasen der Reform erläutert, dem schließt sich ein Überblick über das Stufenmodell an. Dann werden die zentralen Prinzipien des Förderkonzepts für die jeweiligen Stufen aufgezeigt: temporäre sonderpädagogische Förderung, lernprozessbegleitende pädagogische Diagnostik und multi-professionelle Zusammenarbeit. Das Modell der Entwicklung von policies von Resnick (2010) wird zur Analyse dieser Neustrukturierungen genutzt, basierend auf Konzepten zweier Kapitalsorten (Human und Sozialkapital) sowie erforderlicher Ressourcen. Weiterhin werden auch Veränderungen auf den Ebenen der Schulverwaltungen und der Einzelschulen in den Blick genommen. Dies geschieht vor dem Hintergrund, dass das Finnische Bildungssystem vor der kritischen Frage steht, inwiefern ein gut funktionierendes System noch verbessert werden kann und wie erfolgreich Schulen und Schulverwaltungen dies unterstützen können.



In Finland, an extensive educational reform has been going on since 2007 to apply a 3-tiered support model in basic education. The purpose of this article is to review the process using the perspective of developing evaluation, which has been an integral part of the organisation of the reform process. First, the background and the main phases of the reform are introduced, and then a brief overview of the three tiers is provided. The rest of the article concentrates on the most important principles in organising support in each of the three tiers: part-time special education, continuous pedagogical assessment and multiprofessional collaboration. Resnick´s policy planning model (2010) is interpreted broadly as an outline of the description, structuring the practices and requirements through the concepts of human capital, tools and routines, and social capital. In the conclusion the implementation of the reform is reflected upon from the perspective of the changing practices of Finnish municipalities and schools. This is done in an attempt to answer some of the most critical implementation questions in the Finnish context: "How to change an already quite well-functioning system and how successful have the municipalities and schools been in doing that?"
